2017 Growth Management Update

The Washington state Growth Management Act (GMA) requires cities and counties to periodically review and update, as necessary, their comprehensive plan and development regulations to bring them up-to-date with any relevant changes that have been made in the GMA and to respond to changes in land use and population growth. This mandatory “periodic update” takes place at least once every eight years. The City of East Wenatchee is required to complete this process by June 30, 2017.  

The City has started the 60-day comment period for public and agency review on the proposed amendments to the Greater East Wenatchee Area Comprehensive Plan (GEWA Plan) and certain Development Regulations. This is a joint project with Douglas County since the GEWA Plan applies to land inside the City and the unincorporated portion of the County within the East Wenatchee Urban Growth Area. Additionally, Douglas County has adopted City Development Regulations for application within the Urban Growth Area. The 60-day comment period begins on March 30, 2017 and ends on May 31, 2017. The first two documents specifically relate to the 2017 Review and Update Cycle. The proposed amendments include:

  1. Proposed amendments to the Greater East Wenatchee Area Comprehensive plan within Chapters 1 (Introduction), 3 (Land Use), 8 (Transportation) and 10 (Economic Development). GEWA CompPlan Amendments Draft 3-30-2017.
  2. Proposed amendments the East Wenatchee Municipal Code (EWMC). Chapter 18.12 - Critical areas to amend the definition and identification criteria for fish & wildlife habitats and add a reasonable use section. Amend section 16.16.230 to change the expiration dates for final plat submittal. The amendments are the result of the 2017 required review and update cycle. 2017 Dev Reg Amendments Title 16 and Chapter 18.12.
  3. ZTA 2017-01 - Proposed text amendments to the East Wenatchee Municipal Code chapter 17.48 Mixed Use (MU). This amendment is not required by the GMA, it is intended to implement the comprehensive plan map and zoning map amendments that were adopted in 2015 establishing a second Mixed Use Zoning District. The proposed amendments expand the purpose and standards to better reflect the character of both district sites.ZTA 2017-01 MU Draft 3-30-2017.
